BNU  International Centre for Educational Leadership wasestablishedunder The Center for Teacher Education Research (CTER) at Beijing Normal University, a NationalKey Research Institute in the Humanities and Social Sciences in China. This Centeraims to promote a high quality, sustainable research and development service regionally and nationally in China, to establish a National Leadership Research Hub which would conduct systematic research projects into leadership quality and effects in Chinese schools and to develop global engagement in school improvement and transformation by focusing on evidenced-informed policy making, System leadership, School leadership, National and global collaboration, Research synthesis, publication and dissemination, Teaching and learning for innovative international Masters and PhD programmes. Directors of this center are Professor Christopher Day (PT) and Professor ZHU Xudong.

Purpose of the New Role:

 

To ensure the efficient and effective management, operationalization and impact of all aspects of the Centre’s work and development

 

Main Responsibilities

 

1.      Policy development, implementation and evaluation (in consultation with the Director(s))

2.      Manage the work of the strand leaders: Research Co-ordinator, Professional Development Co-ordinator, Research Publications and Dissemination Co-ordinator, and Centre Administrator

3.      Manage and develop the Centre budget (In consultation with the Director of CTER and Dean of the Faculty)

4.      Be the first contact point and liaise with all relevant external parties/organisations/governments relevant to the Centre national/international development

5.      Create and maintain international collaborations in research by establishing an International Expert Advisory group. 

6.      To establish a National Leadership Research Hub which would conduct systematic research projects into leadership quality and effects in Chinese schools.

 

 

Knowledge, Skills, Qualifications & Experience

 

Essential:

1.        PhD, with school leadership focus (completed or close to completion)

2.        Chinese candidate, proven ability with excellent spoken and written English proficiency similar to native speakers

3.        Experience of successful networking, liaison, partnership with schools and education systems

4.        Excellent communication skills, verbal and written, which demonstrate the ability to liaise effectively with Centre members, colleagues, education staff and students, persons in authority, and other relevant individuals.

5.        Enthusiastic and energetic for the success of the Centre

6.        Skilled in creating and working with budgets

7.        Excellent interpersonal and team-working skills

8.        Excellent organisational and management skills

9.        Work flexibly and with initiative to work to tight schedules under pressure

 

Desirable

 

1.        Experience of research of relevance to leadership in schools and/or higher education

2.        Knowledge of mixed methods, and experience of applying these to answer research questions.

3.        Proven ability to communicate results of research in non-technical language to a wide variety of users, especially for media, policy and practitioner audiences

Additional Information

 

The Executive Officer is a key appointment, with responsibility to the Centre Director (s) for overseeing and managing all aspects of the academic, administrative and budgetary development of the work of the Centre. The post holder must be bi-lingual and have substantial successful management/leadership experience in schools or/and higher education. He/she must provide evidence of successful networking, have strong interpersonal qualities, be able to build and lead a team, be enthusiastic, energetic and fully committed to achieving success. The aims of the Centre are:

 

1.      To establish a National Leadership Research Hub which would conduct systematic research projects into leadership quality and effects in Chinese schools.

2.       To develop global engagement in school improvement and transformation by focusing on the following six areas:

 

a.       Evidenced-informed policy making

                         i.     Promote and manage research commissioned by government about matters concerned with raising standards of education and achievement in schools.

               ii.      Informing policy makers at national government, regional and local levels

 

b.      System leadership

                       i.      Designing and conducting rigorous research projects into problems of practice in school systems and schools.

               ii.      These would be undertaken by cohorts of government funded PhD and Post Doc students.

 

c.       School leadership

                 i.      Schools serving disadvantaged or deprived communities

               ii.      Identifying and reporting on key issues of school and teacher leadership, and their contributions to student progress and achievement.

             iii.      Successful principal leadership

             iv.      Middle leaders

               v.      Teacher leadership

 

d.      National and global collaboration

                 i.      School partners

Founding a national and international network of system and school leaders

               ii.      Research collaboration

Creating and maintaining international collaborations in research by establishing an International Expert Advisory group. 

             iii.      Establishing national and international conferences, seminars and programmes with a focus upon leadership challenges and successes.

             iv.      Creating  leadership exchange programmes with selected countries.

               v.      Collaborating with the twenty four country ‘International Successful School Principals’ Project (ISSPP).

 

e.       Research synthesis, publication and dissemination

                 i.       Accessing, evaluating and communicating the best international research findings about successful  leadership of schools and classrooms serving a range of urban and rural communities.

               ii.      Establishing and servicing a Web page for the Centre

             iii.      Developing a book series of translations of significant Western leadership texts

             iv.       Developing a Chinese language Journal which would publish rigorous academic articles drawn from international research journals

 

f.        Teaching and learning

                 i.      Establishing national Masters and PhD programmes for a cohort of principals, senior and middle level school leaders

               ii.      Promoting innovative international Masters and PhD programmes for global applicants

Purpose of the New Role:

 

To initiate, develop and manage and evaluate high quality professional development programmes and activities, nationally and internationally, directed at principals of schools serving disadvantaged or deprived communities, middle leaders and teacher leaders. Identify and report on key issues of school and teacher leadership, and their contributions to student progress and achievement and system improvement.

 

Main Responsibilities

 

1.      Create and manage national Masters and PhD programmes for a cohort of principals, senior and middle level school leaders

2.      Create and manage innovative international Masters and PhD programmes for global applicants

3.      Create and manage leadership exchange programmes with selected countries

4.      To promote a high quality, sustainable research and development service regionally and nationally in China

5.      To work closely with other members of the Centre

Essential:

1.      PhD with a focus on research methods in schools (completed or nearing completion)

2.      Experience of quantitative and/or qualitative research

3.      Experience of leading educational research projects

4.      Excellent communication skills (written and oral) in English and Chinese

5.      Ability to learn and work in a fast-paced environment

6.      High motivation to learn and grow professionally

 

Desirable

1.      Experience of managing large scale, mixed methods projects

2.      Experience of quantitative and qualitative research

3.      Participating in international research projects
